Democratic Capabilities Framework: Strengthening inclusive participation in democratic life
In INSPIRE's June Webinar, Oliver Escobar and Adrian Bua introduce the Democratic Capabilities Framework (DCF) as a conceptual and practical resource for reorienting the design and evaluation of participatory processes, as well as of policies that aim to support a more participatory democracy. The DCF connects participation with systemic change. It aims to support people in the field of participation (e.g. funders, policymakers, commissioners, organisers, facilitators, advocates, researchers) to foreground structural factors that shape democratic life and determine what actions may advance democratic capabilities in their context.
The day after Participation beyond one project
April's INSPIRE webinar we explored how across INSPIRE's seven pilots, participatory democracy did not end with performances, exhibitions or a list of policy proposals. It moved into a more demanding - and often less visible to the main public - phase, what many partners came to call the day after. This was the point at which participation either deepened through sustained relationships or began to thin into tokenism. Looking across youth employment in the UK, disability rights in Portugal, migrant women’s organising in Ireland, housing justice in Hungary, refugee participation in Poland, labour market inclusion for older women in Bulgaria, and work with young men around polarisation and extremism in the Czech Republic, a shared set of questions emerged about accountability, embeddedness and institutional responsibility over time.
